Here's a tutorial that will send shivers down your spine: Making a ghost. Step 1: Open up Photoshop and open the image you will be using as the ghost. Step 2: Make the image grayscale by desaturating it (Image > Adjust > Desaturate) Step 3: Open the image you will be using as the background. Step 4: Copy and paste the image you'll be using as a ghost and position it as you wish. Step 5: Keep that object selected and go to Filter > Distort > Displace and enter these settings: Horizontal - 10, Vertical - 10 and hit OK Step 6: Drop the opacity of the object down to 30 or 40 (I'll use 40) Step 7: Add a small white or cyan glow on the image. (RGB for Cyan is R: 0, G: 255, B:255) Your end result should be somewhat like this:
