This is a simple tutorial that explains how to create an effect like the one below. Step 1: Open up Photoshop and create a new document, background black. I will be using a 350x125 px document. Step 2: Specify these settings on a round brush - Size: 3px, Opacity: 50, Feathering: 75, Color: Cyan (R: 0, B: 255, G: 255) Step 3: Create a new layer and do the equivalent of scribbling on the layer. It doesn't matter which direction you go in, but try to make some strokes around 70 degrees (like the slash key on your keyboard) Step 4: Go to Filter > Blur > Motion Blur and specify: Distance(or Amount) - 100, Direction - 70, and hit OK. Step 5: Repeat the blur to smooth it out some. And that's it! Now you can add text, images, and the like.
